Online Voting Integrity Report

Voting was open to anyone with a Google account. Each account could cast one vote for Miss and one vote for Mister per day, and the daily count reset at midnight, Manila time.

That limit was enforced by the database itself rather than by the browser, so it was unaffected by clearing cookies, using a private window, switching browsers, or using another device. The account was the ballot.

Voting ran until the phase capacity of 25,000 total votes was reached, counting Miss and Mister together. That capacity was reached on July 21, 2026 at 9:27 PM, ahead of the August 22 deadline.

We reviewed every vote record in the database, including the timestamp, the voting account, the originating network, and the device signature.

The review covered duplicate accounts, irregular timing intervals, disposable email addresses, single-use accounts, and the concentration of votes on individual networks.

Vote timing was reviewed second by second, because automated voting leaves a distinctive signature: large numbers of votes landing in the same instant, from very few sources.

The busiest single second of the entire campaign carried four votes, and the busiest single minute carried twenty-nine. Of the 24,403 seconds in which any vote was cast, only 573 carried more than one vote. The overall pace averaged about one vote every 45 seconds.

Participation rose steadily through the campaign and peaked on the final day, when 4,653 votes were cast, or 18.6 percent of the entire campaign, averaging 116 votes per candidate. The closing stretch was spread across 593 networks and 1,302 accounts, with no single network accounting for more than about four percent of it.

The records show many accounts voting from the same network addresses. This is expected in the Philippines and is not treated as irregular.

Mobile data providers place large numbers of subscribers behind a single shared address, and a school, office, internet shop, or household typically shares one connection among many users. Restricting shared connections would block genuine voters in large numbers, so the system is designed to allow them.

A per-network daily ceiling is nevertheless in place, so that no single connection can dominate the count.

All 25,000 votes recorded passed verification. Every account that cast a vote was a separately verified Google account, and no duplicate votes were recorded across the entire campaign.

The second-by-second timing shows no sign of automated voting, and the closing stretch was widely distributed across networks and accounts rather than concentrated in a few.

As a control, the standings were recalculated a second time while setting aside the most concentrated voting patterns. The resulting order at the top was unchanged.

The safeguards performed as designed, and the final standings reflect participation exactly as recorded.

Voting for this phase is now closed, having reached its full capacity of 25,000 votes on July 21, 2026 at 9:27 PM.

The figures in this report are final. Results will be recognised as part of the Mister & Miss Photogenic award.
